The contract duration is 36 months and is not renewable. The contract begins on the second business day after both parties have signed and notified it on the electronic platform used by the contracting entity. However, the financial effects of the contract commence either on the date the Tribunal de Contas (Court of Auditors) grants its visa, or 5 days after the payment of the required fees, whichever of these events occurs later.

The core scope of work for this tender is the acquisition of travel and accommodation services for SPMS, EPE.

The Statement of Work (SOW) includes specific services such as processing visa applications when required, managing and utilizing corporate mileage cards for the benefit of the contracting entity, and delivering physical documentation like train tickets, bus tickets, vouchers, and visas to the contracting entity's premises or specified locations. The services also involve providing proposals for national and international air transport and national and international accommodation.

Key deliverables and service requirements include:

• Weekly reports detailing user/traveler names, authorizations, service descriptions, departure/arrival dates and locations, service providers, complementary services, values with and without VAT, changes/cancellations, and observations.
• 24/7 telephone or email support with a maximum response time of 2 hours.
• In-person support on weekdays from 9:00 AM to 6:00 PM.
• An error rate of less than 1% in billing and other situations attributable to the contractor.
• Responses to complaints and suggestions within five calendar days.
• Response time limits for requests: 1 hour for very urgent requests, 4 hours for urgent requests, and 12 hours for normal requests.
