TENDER DESCRIPTION

Invitation to apply for the DBFMO contract for a new Sports Complex (swimming pool and ice rink) in Herentals and optional programme. The Contracting Authority intends to enter into a public-private partnership for the design (Design), construction (Build), financing (Finance), maintenance (Maintenance) and operation (Operate) of a new swimming pool and double ice rink in Herentals, also referred to as the basic construction programme. With a view to realising the basic construction programme, the Contracting Authority will enter into a DBFMO agreement with the project company (SPV-DBFM). This selection guideline document is part of the procedure for the appointment of a private partner. For the financing of the project, the selected bidder will have to organise a market consultation, in consultation with the contracting authority. The award guideline document will contain the necessary information on this. The basic construction programme will be brought to the market in the form of a DBFMO agreement, a long-term agreement that covers both the design, construction, financing, maintenance and operation for (in principle) a minimum of 30 years.
