TENDER DESCRIPTION

This consultation aims to entrust a concessionaire with the creation and operation of a cooling production facility using Seine River water in the municipality of Levallois-Perret. The mandatory basic offer includes a duration of 25 years, which in principle allows the economic amortization of the investments made. Candidates must imperatively respond to a mandatory option for a duration of 14 years starting from 1 January 2028 and payment by the City of a Net Book Value (Valeur Nette Comptable) at the end. This consultation is organized in accordance with the provisions of the Public Procurement Code, notably its articles L. 3111-1 and subsequent and R. 3111-1 and subsequent relating to concession contracts and according to an "open procedure", as well as articles L.1411-1 and subsequent of the General Code of Territorial Collectivities (CGCT).
