TENDER DESCRIPTION

The purpose of this consultation is to delegate the management and operation of mobility and passenger transport services within the territorial jurisdiction of the Communauté d’Agglomération d’Épinal (Réseau Imagine). The Communauté d’Agglomération d’Épinal, the Mobility Organising Authority, is the Contracting Authority. More specifically, the delegated missions are as follows: • Basic offer: Operation and management of public passenger transport and on-demand transport services across the inter-municipal territory in accordance with the principles defined in Article 5.1 of the programme document. Tenderers must obligatorily respond to the basic offer. The Delegatee shall ensure the management and operation of these services for an initial firm period of three (3) years, with a possible renewal two (2) times for one (1) year each, i.e. a maximum duration of five (5) years from 01/09/2027 up to and including 31/08/2032 at the latest, within the framework of a public service delegation (DSP) within the contractual perimeter.
