TENDER DESCRIPTION
This tender seeks comprehensive design, documentation, and supervisory services for the "Dětské centrum Štěpánka" (Štěpánka Children's Centre), encompassing geodetic and engineering surveys, full project documentation up to construction execution (FS 4) and interior implementation, engineering and permitting services including EIA screening and building permit acquisition, and 24 months of author and project designer supervision. The expected completion period for the finalization of the design documentation and obtaining a valid planning permit is within 30 months from the start of the contract. The contracting authority anticipates launching the procurement for construction works no earlier than 2028. The client reserves the right to postpone the start of design work.

- Engineering activity, obtaining requests and opinions of DOSS and TI administrators: 120 days, starting from the signing of the protocol on the handover of the clean copy of the project documentation for the permit by the client and at the client's request.
- Building procedure – permit: 90 days.
- Preparation of project documentation for construction and public tender: 120 days for the gross draft, followed by 90 days for the clean copy (from the signing of the protocol on the handover of the gross draft by the client). This phase starts at the client's request, but not before all approvals from DOSS and technical infrastructure administrators are obtained and the DPZ is submitted to the building authority.
- Itemized budget and bill of quantities: 60 days for the gross draft, followed by 30 days for the clean copy (from the signing of the protocol on the handover of the gross draft by the client). This phase begins after the signing of the handover protocol for the clean copy of the previous phase.
- Interior study: 90 days for the gross draft (starts at the client's request), followed by 30 days for the clean copy (from the signing of the protocol on the handover of the gross draft of the interior study by the client).
- Implementation documentation for the interior: 99 days for the gross draft (starts from the signing of the protocol on the handover of the clean copy of the Interior Study of the building by the client and at the client's request), followed by 30 days for the clean copy (from the signing of the protocol on the handover of the gross draft by the client).
- Designer's supervision: A fixed rate for 24 months, running concurrently with the construction from its commencement, billed monthly. After 2 years, it switches to an hourly rate of 1500 CZK/hour.
- Cooperation in the selection of the construction contractor: Estimated at 100 hours of work, based on the tender process.

3. Engineering and Permitting Services:
- Services to obtain a valid building permit (FS 5).
- Assistance in the selection of the construction contractor (FS 6).
- Ensuring overall engineering activity.
- Screening within the EIA ascertainment procedure, including processing and securing the application for an opinion from the relevant EIA authority to determine if the project requires an environmental impact assessment.
4. Supervision:
- Author supervision of construction (FS 7) for a duration of 24 months.
- Project designer supervision (Dozor projektanta).
The scope of work encompasses all construction objects necessary for the completion of the building, including the built-in interior, outdoor public spaces, landscaping, utility connections, transportation solutions, and ancillary structures essential for the operation of the building.
