The contract timeline is as follows:

• Contract Start Date: The implementation of the contract will commence within 30 working days from the day after the date of the first purchase order. For planning purposes, the estimated (non-contractual) order date is December 1, 2026.
• Initial Contract Duration: Three years from the date of conclusion.
• Total Duration (including renewals): The support (Poste 2) and training (Poste 3) components can be renewed twice for one year each, extending the maximum potential duration of the market to five years.
• Key Milestones/Phases:
• Development (Poste 1): Maximum of 12 months, including testing, debugging, and production.
• Guarantee Period: 2 months after the solution is put into production.
• Support (Poste 2): Commences after the solution is put into production.
• Training (Poste 3): Occurs after the solution is put into production.

The execution period begins on the date of the order.

The core scope of work for this tender is the development of a tool for forecasting and notifying sudden flood risks due to runoff.

The statement of work summary and core deliverables include:

• Tool Development: This is the primary component (Post 1).
• User Documentation: Both written documentation and video support for users (Post 3.1).
• Support and Maintenance: One year of general support and maintenance (Post 2.1).
• Technical Support: Provision of technical support (Post 2.2).
• Training: Training on the use of the tool (Post 3.2).

The project requires an implementation plan for development of a maximum of 12 months, with the start of market implementation within 30 working days from the date of the first order. A Minimum Viable Product (MVP) must be delivered, covering 100% of indispensable requirements and at least 80% of critical requirements.

The contract has an initial duration of three years, with the possibility of two successive one-year renewals specifically for support and user training/assistance components (Posts 2 and 3), leading to a potential maximum duration of five years. The tender also requires a Service Level Agreement (SLA) covering application availability and security, service levels, incident management processes, support modalities (including a potential helpdesk), and monitoring/reporting.
