As digitalization in the state administration progresses, the requirements for quality assurance also increase. This is because, without sufficiently tested—and thus quality-assured—solutions, stable IT operations cannot be guaranteed. Legal requirements concerning the security and accessibility of the procedures provided additionally increase the requirements. Against this background, in 2022 HZD established the Test Center Hessen (TCH) and has operated it ever since as a central organizational unit for standardized testing services. The Test Center Hessen acts as a central organizational unit for standardized testing services and, in doing so, aligns itself with established industry standards and best practices, in particular ISO/IEC 29119 and ISTQB. The Test Center Hessen (TCH) of HZD offers internal and external customers tailor-made services on the subject of testing. In addition, extensive services are provided in the form of modules that can be combined individually. The modules are built largely in a standardized manner.
