The contract has a regular term (Regellaufzeit) of 24 months. The contract begins one day after the award of the contract. The contract ends 24 months after the start of the contract, unless it is extended.

The contract can be extended by one year at a time, for a maximum of two extensions, if the client does not terminate the contract with 3 months' notice before the end of the regular term or the first extension year. This means the service contracts will end at the latest 4 years after the start of the contract term.

There are no specific key milestones or phases mentioned beyond the regular term and potential extensions. Services for "Los 1, 2, 3" are to be provided on-call.

The core scope of work for this tender involves the procurement of diverse services in UI/UX, front-end development, and related consulting for the "BayernCloud Schule" (ByCS) platform. The tender is structured into two service contracts, each addressing specific thematic areas for specialized service providers. The comprehensive service description outlines the scope, quality, remuneration models, and technical, organizational, and temporal conditions for the services to be rendered by the contractor(s) during the contract periods.

Lot 1: Design, User-Experience (UX), and User-Interface (UI)

The primary objective for Lot 1 is the continuous development of the existing design system for the BayernCloud Schule platform and its services, including its design elements. The deliverables for this lot, which are specified by the client through individual call-offs, include:

• UX-Elements Design: This encompasses the creation of information architectures, including the structuring of content and functionalities to ensure consistency and scalability, the development of hierarchical navigation models, and the definition of roles and authorization structures from a UX perspective.
• User Flows & Interaction Models: This involves modeling end-to-end user journeys, mapping various usage contexts (desktop, tablet, mobile), designing efficient workflow processes (e.g., step-by-step processes, forms), defining interaction logics (e.g., hover, focus, active, disabled, loading states), and optimizing existing interaction patterns to reduce complexity and click paths.
• Structural UX Guidelines: Establishing uniform design tokens (such as spacing, grid, typography, elevation, radius, motion), defining scaling rules for responsive layouts (including breakpoints and mobile-first logic), and modeling accessible UX patterns in accordance with current WCAG standards (e.g., focus order, keyboard paths, meaningful landmark structure). Close collaboration with the client's designated accessibility service provider is also required.
• Design, Maintenance, and Modernization: This also includes the ongoing design, upkeep, and modernization of design elements.

The main tool to be utilized by the contractor for these tasks is Figma. Accompanying consulting services are also part of this lot.

Lot 2: Front-end Development

Lot 2 focuses on establishing a service contract for front-end development and associated consulting services. The services to be provided by the contractor include:

• Implementation and Development: This involves the creation and development of modular, reusable UX/UI components and user interfaces.
• Testing and Documentation: Comprehensive testing and documentation of these developed components and interfaces are also required.

The overarching goal is to ensure the continuous delivery of services that facilitate consistent, high-performing, and maintainable front-end development, thereby enabling the ongoing enhancement and optimization of user interfaces. These services are commissioned upon contract award and further detailed by the client through a ticketing system. This lot also includes web development and the testing and delivery of services.

Overarching Requirements and Collaboration:

Across both lots, the contractor is required to collaborate closely with the client and other key stakeholders, including the Staatsinstitut für Schulqualität und Bildungsforschung (ISB), the Bayerisches Staatsministerium für Unterricht und Kultus (StMUK), the Akademie für Lehrerfortbildung und Personalführung (ALP), and the IT-Dienstleistungszentrum des Freistaates Bayern (IT-DLZ). This collaboration includes participation in regular, typically weekly, remote Jour Fixe meetings for coordination. The project language is exclusively German, necessitating that at least one responsible person attending regular meetings possesses German language skills at a C2 level or higher. Additionally, the contractor must provide support in the event of a service provider change at the contract's termination, which includes providing technical and organizational information, transferring knowledge, and handing over all approved documentation and data to a new service provider.
