The contract timeline is as follows:

The framework agreement has an initial duration of four (4) years. It is set to commence in November 2026 and conclude in November 2030. The "Contracting and overdracht" (Contracting and handover) phase is scheduled to begin from Wednesday, November 11, 2026.

Key milestones and phases include:

• Implementatiefase (Implementation Phase): This phase starts when the Agreement comes into effect and concludes after the client's acceptance. A specific deadline for the delivery of the service for the acceptance procedure is mentioned but the date itself is a placeholder (indicated as `[datum]`).
• Dienstverleningsfase (Service Phase): This phase begins either upon the client's acceptance of the implementation (or its first part), or at the commencement of the Agreement itself if no implementation is required. It continues until the Agreement's termination.

The contractor's role is facilitating, supportive, and signaling, while the Province of Noord-Holland retains overall control, decision-making, and responsibility for software acquisition, procurement, vendor selection, and budgets.

Explicitly excluded from the scope are:

• Development of custom software or applications.
• Independent implementation projects.
• ICT hiring, secondment, or staffing.
• Independent consultancy assignments unrelated to this tender.
• Hosting services or cloud infrastructure operated independently by the contractor.
• Takeover of control, decision-making, or contract ownership by the contractor.
• Delivery of hardware and audiovisual equipment.
