The core scope of work for this tender involves providing expert services, application support, and maintenance for various digital services.

Key aspects include:

• Expert Services: Offering a range of expert services on demand, including definition, design, implementation, parameterization, testing, service design, user experience, accessibility assurance, and general consulting and maintenance tasks for digital services. These services are billed based on actual realization, with no minimum billing requirement. The supplier must be able to provide high-level expertise, with the customer reserving the right to verify expert competence through CVs, experience, and certifications. Project management, training, and change support services are also included.
• Project Planning and Documentation: For any project-based tasks, the supplier must create a comprehensive project plan detailing objectives, deliverables, schedule, organization, cost estimates, key phases, responsibilities, and risk analysis. All work produced, including technical plans, changes, and corrective actions, must be thoroughly documented and delivered electronically in an editable format to the customer.
• Rights and Ownership: The customer retains ownership of all data stored, data content of registers and databases related to service production, and rights to the results and outputs of expert services, installation, and configuration work, excluding agreed-upon third-party components.
• Tools and Devices: The supplier is required to use the customer's provided development, testing, and version control tools, with the customer covering training and licensing costs. The supplier is responsible for their own and their subcontractors' personal terminal devices and associated software.
• Reporting: Monthly reporting of ordered work, including actual workload and invoicing, is required with a half-hour accuracy. Service customer reports must be delivered electronically.
• Application Support and Maintenance: This encompasses both fixed-price and separately chargeable tasks for application upkeep.
• Fixed-price services include:
• Service Management: A named service manager will oversee service implementation, facilitate communication between the customer and the service team, provide situational updates, and participate in monthly follow-up meetings.
• Support Service: This involves responding to service requests (advice and standard changes) from named key users (not end-users) via email, phone, or other agreed electronic channels during service hours.
• Takeover Project: The tender includes a "Haltuunottoprojekti" (Takeover Project) for application support transition and knowledge transfer. This requires a detailed plan outlining the supplier's model, schedule, tasks, outputs, critical success factors, required preliminary information from the customer, key roles and responsibilities, quality assurance practices, project risks, limitations, boundaries, and change management practices.
• Specific Applications: The scope covers support and development for various applications such as Home Care, Boat Berths, Early Childhood Education Service Voucher, Espoo Grants, and a Tool for monitoring compulsory education.
• Compliance: The supplier must adhere to IPR indemnification terms and ensure proper rights and licensing when utilizing AI functionalities and open-source components.
