The contract timeline includes the following:

• Project Kick-off: The project kick-off is to be conducted by the contractor with the client no later than the end of November 2026.
• Completion of Services: All contracted services, including full billing, must be completed by the contractor no later than mid-September 2027.
• Support and Hosting Period: Services for support, operation, software license, and hosting are to be provided for a period of five years starting from the "Go-Live" date.
• Detailed Schedule: The contractor is required to provide a detailed project schedule within 5 working days of the order being placed, outlining all project phases with their respective durations, dependencies between work steps, coordination meetings, and milestones, including release dates defined by the client.
• Project Progress Reporting: The contractor must regularly report project progress to the client, either upon request or at least every 14 days.

The core scope of work for this tender primarily involves the development, implementation, and delivery of a Progressive Web-App (PWA)/Web-App and an associated Content Management System (CMS), along with professional implementation of all necessary ancillary services for functional commissioning. The technical concept must also allow for a future derivation as a native app.

The statement of work summary and core deliverables include:

• Conception, Project Management, Coordination, and Additional Services: This encompasses the overall planning, steering, and supplementary tasks for the project.
• Web-App Development: The application is intended to digitally guide museum visitors before, during, and after their visit, delivering content in a target-group-oriented manner. It must be a "Bring-your-own-Device" solution, accessible as a Web-App without prior installation, and compatible with current Android and iOS devices.
• Content Management System (CMS) Development: This includes the creation and implementation of a system for managing the content of the Web-App.
• Hosting and Operation: Provision of hosting services and ongoing operational support for the Web-App and CMS.
• Content Production:
• Audio Production: Services for 80 short, AI-supported audio clips (approximately 60 seconds each), with scripts provided by the client, including proofreading, one correction round, AI-supported production, technical post-processing, cutting, audio editing, and mastering.
• Knowledge Rally: Development of a catalog with approximately 120 questions, including a didactic concept in collaboration with the client, and setting up ten questions in the CMS.
• Highlight Tour: Creation of a highlight tour with 20 stations, each including an audio track, photos, a drawing, and additional text.
• 360-Degree Panoramas: Production of up to 20 panoramas for five distinct tower levels, each selectable and displayable separately.
• App Explanation Clips: Production of two 30-45 second clips for app display and usage explanation, covering editing, subtitling, and responsive delivery.
• Testing, Acceptance, Training, and Documentation:
• Test Phase: Conduct a test phase including beta and device tests (smartphones and tablets), bug-fixing rounds, and joint on-site acceptance with the client.
• Training: Provide training for handling and administering the CMS and Web-App, including documentation, offered as on-site sessions for an unlimited number of participants.
• Handover and Commissioning: Transfer the individual museum guide platform and applications, and jointly commission them with the client's IT department.
• Documentation: Create technical and functional documentation in German, comprehensible to a third party, enabling the client to understand the app's technical and functional setup.
• Compliance with Best Practice Standards: Development and implementation of the software must adhere to recognized best practices and standards, including relevant RFCs, ISO norms, current recommendations from the German Federal Office for Information Security (BSI), and OPSWAT's best practices for application security.

Optional Services:

• Escrow: Trust-based deposit of the software source code, related documentation, and necessary access data with an independent third party.
• Language Switcher: Implementation of additional language versions (at least two) in addition to German, English, and Easy Language.
• Interactive Map: Provision of an interactive map for the outdoor area of the tower, featuring intuitive user guidance and relevant information points.
• On-Call Service: Readiness for on-call service on weekends, holidays, or during special events.
• Reporting: Monthly availability reports and fault logs for a period of five years from the Go-Live date.
