The contract timeline includes the following key milestones and dates:

• Project Kick-off: Must be conducted by the end of November 2026.
• Completion of services and full billing: All contractually owed services, including complete billing, must be finalized by mid-September 2027.
• Detailed Schedule Submission: The contractor is required to submit a detailed schedule for all contractual services within 5 working days of the order placement. This schedule must outline all project phases with their respective durations, dependencies between work steps, planned coordination meetings, and client-defined milestones and release dates.
• Project Progress Reporting: The contractor must regularly report on project progress, both upon the client's request and at a minimum, every 14 days.
• Revised Schedule Submission: A revised schedule must be submitted within 2 working days if requested by the client.
• Reporting on availability and fault protocols: Monthly reports on availability and fault protocols are an optional service for a period of 5 years from the Go-Live date.

The core scope of work for this tender involves the development, implementation, and delivery of a Progressive Web-App (PWA)/Web-App and a Content-Management-System (CMS) for the "Jahrtausendturm to go" project.

The high-level summary of the Statement of Work and core deliverables includes:

Core Services (Lump-sum):

• Conception, Project Management, Coordination, and Additional Services: This covers the overall project guidance and supplementary tasks.
• Web-App Development: Creating a progressive web application designed to digitally accompany museum visitors before, during, and after their visit, providing target-group-oriented content. It must be a "Bring-your-own-Device" solution, compatible with current Android and iOS devices, and accessible without prior installation.
• Content-Management-System (CMS): Development and implementation of a system for managing the application's content.
• Hosting and Operation: Providing the necessary infrastructure and ongoing operational support for the Web-App and CMS.

Specific Deliverables and Requirements:

• Audioproduction: Production of 80 short audios (approx. 60 seconds each, total 80 minutes) using exclusively AI-supported methods, including script editing, a correction round, technical post-processing, cutting, and mastering. Text creation and content conceptualization are not part of this service.
• Knowledge Rally: Development of a question catalog with approximately 120 questions, including a didactic concept developed in collaboration with the client and the setup of ten questions in the CMS.
• Highlight Tour: Creation of a 20-station highlight tour with audio tracks and supplementary information (photos, drawings, text) for each exhibit.
• 360-Degree Panoramas: Production of up to 20 panoramas for five tower levels, with individual selection and display of each level, focusing on a partial representation of the Jahrtausendturm.
• App Explanation Clips: Production of two 30-45 second clips for app usage explanation, including cutting, subtitling, and responsive delivery.
• Test Phase, Acceptance, Training, and Documentation: This includes conducting beta and device tests on-site, providing training for CMS and Web-App handling (on-site with unlimited participants), handover and commissioning with the client's IT department, and creating comprehensive technical and functional documentation in German.
• Compliance with Standards: Adherence to recognized best practices and standards, including RFCs, relevant ISO norms, and recommendations from the German Federal Office for Information Security (BSI) and OPSWAT for application security.

Optional Services (Individually priced):

• Escrow Service: Treuhand deposit of the software source code, associated documentation, and necessary access data with an independent third party.
• Additional Language Versions: Implementation of a language switcher supporting at least two additional languages beyond German, English, and Easy Language.
• Interactive Outdoor Map: Provision of an interactive map for the tower's outdoor area with intuitive user guidance and information points.
• On-Call Service: Availability on weekends, holidays, or for special events.
• Reporting: Monthly availability reports and fault protocols for a period of five years from the Go-Live date.
