TENDER DESCRIPTION
This tender seeks a supplier for the implementation of an electronic file service system (eSSL), encompassing its deployment, integration with existing document registers and the ISVS Service Portal for data migration, and comprehensive system setup to ensure routine operation for the Contracting Authority. The solution must be an on-premise system, leveraging specified technologies such as MSSQL Standard, VMware, Windows Server, and adhering to cybersecurity and public administration information system regulations. The contract involves an intensive 20-month implementation phase, including a 3-month pilot operation, followed by indefinite periods of support, maintenance, and development services. The contract is concluded for an indefinite period, specifically for the provision of Support and Maintenance and Development services.

- Testing Installation, Configuration, Integration, and Migration in Test Environment: 1 month, concluding by T + 12 months.
- 1st Milestone: Up to T + 12 months.
- Installation and Configuration of Infrastructure (Production Environment): Up to T + 13 months.
- Installation and Configuration of eSSL in Production Environment: Up to T + 15 months.
- Implementation of Selected and Other Integrations in Production Environment: Up to T + 15 months.
- User Training in Test Environment: Up to T + 15 months.
- Complete Migration of Historical Data to Production Environment: Up to T + 15 months.
- Delivery of Operational Documentation (As-built Documentation): Up to T + 15 months.
- Delivery of Operational Documentation (Disaster & Recovery Plan, "Operational" documentation, Security Documentation, GDPR Documentation): Up to T + 16 months.
- Testing Installation, Configuration, Integration, and Migration in Production Environment: 1 month, concluding by T + 16 months.
- eSSL Licenses, including Third-Party Software Licenses: Delivered at the start of pilot operation, which is T + 16 months.
- 2nd Milestone (Acceptance of Implementation): Up to T + 16 months.
- Pilot (Production) Operation, including Increased Support: 3 months, concluding by T + 20 months.
- 3rd Milestone (Acceptance of Pilot Operation): Up to T + 20 months.
- Production Operation (Support and Maintenance): Indefinite duration.
- Development: Indefinite duration.
