The contract timeline is as follows:

Contract Start Date: The agreement officially comes into effect on April 1, 2027. The signing and official start date for the agreement is aimed for around week 10 of 2027.

Contract End Date:

• Initial Period: The agreement has an initial duration of seven (7) years, ending on March 31, 2034.
• With Extension: The client has the option to extend the agreement once for a period of three (3) years under the same conditions. The total maximum contract duration, including the extension, is ten (10) years. This would extend the end date to March 31, 2037.

Total Duration:

• Initial Duration: 7 years.
• Total Duration (including one extension option): 10 years. This includes a one-year implementation phase and an initial service period of six years, with an option for a three-year extension.

• Publication of tender: September 28, 2026.
• Deadline for submitting questions for 1st Memorandum of Information: October 12, 2026.
• Response to 1st Memorandum of Information: October 22, 2026.
• Deadline for submitting questions for 2nd Memorandum of Information: November 2, 2026.
• Response to 2nd Memorandum of Information: November 10, 2026.
• Submission of Tender: November 23, 2026.
• Start of tender evaluation: November 24, 2026.
• Consensus meeting: December 16, 2026.
• Evaluation of practical tests: Weeks 1 to 3, 2027 (January 4 to January 22).
• Announcement of intention to award: February 3, 2027.
• Start of standstill period: February 4, 2027.

• Signing and start date of Agreement: Target around week 10, 2027.

• Item bank can be filled and migration of old items: From November 2027.
• Data migration of existing Item banks (Opleverdatum Datamigratie van bestaande Itembanken): March 31, 2028, unless otherwise agreed.
• Start of operational service provision: April 1, 2028.

The core scope of work for this tender involves the implementation and operational deployment of construction software. This includes a one-year implementation phase, scheduled from April 1, 2027, to March 31, 2028, during which the software is to be made "Up and Running" and tested. The subsequent operational service delivery phase is for an initial six years, with an option for a one-time three-year extension, making the maximum contract duration 10 years.

Key deliverables and aspects of the Statement of Work include:

• Full implementation and approval of the application by April 1, 2028, adhering to all specified knock-out and execution requirements.
• Construction software readiness for acceptance by early July 2027, and for item transfer and delivery by early November 2027.
• Provision of user licenses for operational services, catering to an estimated 50 users, with a maximum of seven users granted management and/or modification rights within the application.
• Adherence to the "Programma van eisen," specifically meeting core functionalities (Bijlage 1a) at the time of tender and developing execution requirements (Bijlage 1b) during the implementation phase.
• The contractor is required to detail the steps taken to guarantee timely implementation, including a high-level plan with milestones, and to describe what is expected from the client during both implementation and regular service.
• Identification and management of up to five main risks within the assignment, including their impact on time, costs, and quality, along with proposed mitigation measures.
• The overall services are classified as IT services, encompassing advice, software development, internet, and support, specifically for educational software and information systems.
