TENDER DESCRIPTION
This tender seeks a perpetual license for an E-file software for all North Rhine-Westphalia state authorities, encompassing initial agile development and adaptation, data migration from the existing nscale eGov system, and statewide rollout support for approximately 90,000 users across 250 authorities. The E-file must support pure on-premises operation with 99.9% availability, multi-fire compartment failover and geo-redundancy, a multi-layer architecture, and browser-based accessibility conforming to BITV NRW, with future cloud-agnostic and container-based operation. Extensive integration capabilities are required, including XÖV standards (XDOMEA, XJUSTIZ), WebDAV, CMIS, REST API, and SAP ArchiveLink, alongside AD/ADFS coupling for Single Sign-On. The contractor will also provide continuous further development, including annual LTS major releases, maintenance, and comprehensive support services, with an initial 12-month period allocated for software installation and adaptation. Financial solvency is a prerequisite for tender participation, and the fixed-term contract includes specific milestones and client termination rights if key deliverables are not met within specified…
TENDER BRIEF
The contract has a fixed term of an unspecified number of years, starting from the beginning of performance. Ordinary termination by either party is excluded during this fixed term.
Key milestones and phases include:
- Initial Software Adaptation and Development: The contractor has 12 months for the installation of the e-file on IT.NRW servers, initial software adaptation, and handover of the ready-for-acceptance e-file. A detailed timetable for this will be created after contract signing, which cannot deviate from this 12-month period. Monthly progress reports are required during this phase.
- Implementation Phase: The implementation concept must include at least 3 intermediate milestones. All state authorities must transition to unrestricted live operation within an unspecified number of months after the acceptance of the initial software adaptation and development. This is referred to as the "End date of implementation". Monthly progress reports are also required during this phase.
The client has a special right to terminate the contract if services under point 3 are not ready for acceptance within 14 months, or if implementation services under point 4 are not provided by a specific, but currently unspecified, date.
The exact contract start date, end date, and total duration (beyond the placeholder for fixed years) are not explicitly stated.

The core scope of work for this tender involves the procurement of a perpetual purchase license for an E-file software for all state authorities in North Rhine-Westphalia, which must fulfill all requirements outlined in the service description. This includes the initial adaptation and development of the standard software to meet all functional and non-functional requirements, which can be achieved through individual development, customizing, or configuration. The development process will follow an agile methodology with a fixed scope, schedule, and budget.
The tender also covers the migration of data from currently used E-files in state administration authorities to the new E-file system. Additionally, it includes accompanying the statewide rollout through change management, such as training services and implementation support, for an estimated 250 authorities and approximately 90,000 users. The E-file will be installed in the IT infrastructure of the state administration (e.g., IT.NRW) and operated with the contractor's support, making it available to the relevant authorities.
Furthermore, the contractor is responsible for the continuous further development of the E-file, encompassing both the contractor's standard product development and the creation of individual functions through change request procedures. The tender also includes maintenance and support services, as well as product-related services for knowledge transfer, training, and introductory support for the E-file.
