The core scope of work for this tender is to establish a qualitative and accessible network of advisors for users and owners of utility buildings and social real estate in the municipality of Eindhoven. These advisors will support the aforementioned parties in gaining insight into energy saving, sustainability, and flexibility of electricity use. The contract is for services, specifically "Advice on efficient energy use."
The Statement of Work (SOW) includes the execution of two types of energy scans:
1. Energiescan-Flex (Flexible Electricity Consumption): This scan focuses on advice regarding the net topology of companies/clusters and neighboring businesses, analysis of existing and future energy balances (including local use, generation, storage, and electric charging, distinguishing between energy saving and flexibility), potential collaborations, and the feasibility of achieving legal sustainability, desired expansions, or new business establishments. It also covers electric charging aspects, such as vehicle fleet profiles, driving patterns, and integration with energy infrastructure. For all these components, the advice must include technical, financial (including subsidies), business case, legal, and spatial/permitting feasibility, along with realization lead times.
2. Energiescan-Besparing (Building and Process-Related): This scan requires an integrated, substantiated, and executable advice. Key deliverables include:
- Current Situation Analysis: A clear description of the energy balance, actual consumption, connection type and size, peak power, and consumption profile.
- Measure Identification: Overview of legally recognized measures (EML) within statutory payback periods, as well as additional supra-legal measures. This includes building-related measures (envelope, installations, climate/ventilation) and process-related measures, identifying quick wins and non-technical obstacles.
- Detailed Measure Elaboration: For each measure, or combination of measures, it must detail investment costs, technical specifications, and the substantiation of assumptions.
- Impact Assessment: Evaluation of energy savings (kWh and m³ gas) and CO2 reduction, both per measure and in scenarios, adhering to the Trias Energetica principle.
- Goal Contribution: Insight into how the measures contribute to the energy saving obligation (EML) and CO2 reduction targets for 2030 (55%), 2040 (80%), and 2050 (100%).
- Financial and Feasibility Analysis: Calculation of payback periods, distinction between mandatory and non-mandatory measures, permit requirements, and alignment with the municipal Heat Program.
- Implementation Planning: Logical phasing, an evaluation framework for decision-making, and justification for any discarded measures.
- Monitoring Advice: Recommendations for suitable tools to monitor and ensure the effectiveness of implemented measures.
General requirements for advisors include maintaining up-to-date technical knowledge, independence from implementing market parties, and delivering energy scan reports within specific timelines (4 weeks for the scan, 2 months for the report after the scan period). The services must be provided throughout the municipality of Eindhoven.
