TENDER DESCRIPTION

Pursuant to the provisions of Article L.2113-11 of the Public Procurement Code, this contract is not divided into lots. This decision is justified by the specific characteristics of the requirement. The contract covers a limited number of lifts located across several sites. Dividing the contract into lots would result in fragmenting homogeneous maintenance services and multiplying the number of parties involved in the contracting authority’s property, to the detriment of the consistency of technical monitoring of the installations, the coordination of interventions and the contractual management of the contract. In addition, dividing the contract into lots would lead to the creation of lots of low economic substance, which could restrict competition by limiting the interest of economic operators in each of them. Using a single contractor therefore makes it possible to ensure homogeneous organisation of the services, continuity of service across all the sites concerned, improved traceability of interventions, and a single point of contact for the technical and administrative management of the contract.
