TENDER DESCRIPTION

The municipal enterprise KreisWirtschaftsBetriebe Goslar of the district of Goslar (KWB) performs the tasks and exercises the powers of the district of Goslar as a public-law waste disposal authority pursuant to § 20 of the German Circular Economy Act (Kreislaufwirtschaftsgesetz (KrWG)) and the Lower Saxony Waste Act (Niedersächsisches Abfallgesetz (NAbfG)). Pursuant to § 2(1) of the operating by-law for the municipal enterprise “KreisWirtschaftsBetriebe Goslar” of the district of Goslar dated 17.12.2019, KWB is responsible, among other things, for transporting and disposing of the leachate generated during the operation of the Bornhausen and Morgenstern landfills. With the present procurement procedure, KWB will subcontract the task of disposing of the leachate generated at the Bornhausen and Morgenstern landfills to a third party with effect from 01.01.2027. The task of transporting landfill leachate is not part of the present procurement procedure and remains solely the responsibility of the contracting authority/KWB. The details of the contract are set out in this specification of services as well as in the disposal contract, which is attached as special contract conditions.
