The contract starts on TT.MM.2026. The ideal contract duration is approximately 6 months. The contract concludes upon the complete acceptance of the services, but no later than a specified number of months after the contract begins, with the possibility of extension by mutual agreement. The broader realignment and restructuring of GTAI is aimed to be completed by the end of 2028.

Key milestones and phases include:

• A Kick-off meeting, after which the contractor must provide a protocol within one week.
• Work Package 1: Inventory, analysis, and evaluation.
• Work Package 2: Development and evaluation of structural variants.
• Work Package 3: Recommendations for action and implementation concept.
• Presentation of results at the conclusion of each work package (AP 1, AP 2, and AP 3).
• Acceptance by the client after the completion of each work package.
• Submission of a final report no later than four weeks following the presentation of results from Work Package 3.
• Ordinary termination of the contract by the client is possible at the end of an individual work package, with a two-week notice period, but already commenced work packages must be completed.

The core scope of work for this tender involves providing consulting services for the realignment of the organizational structure of Germany Trade and Invest (GTAI).

The Statement of Work is structured around three main work packages:

1. Work Package 1: Inventory, Analysis, and Evaluation: This entails assessing and evaluating GTAI's current organizational structure and processes, focusing on steering, decision-making, financing, personnel, and resource allocation. It also includes a comparison with other public enterprises or similar organizations regarding legal form, structure, financing, steering, SME focus, and efficiency, and identifying best practices.

2. Work Package 2: Development and Evaluation of Structure Variants: The objective is to develop at least two concrete, future-proof, and implementable structural options for GTAI's restructuring. These options must be thoroughly evaluated based on legal, tax, and economic criteria, with consideration for in-house capabilities. The evaluation will also cover implementability, flexibility for evolving requirements (e.g., processes, new tasks, personnel deployment, AI), economic efficiency, and legal and tax conformity.

3. Work Package 3: Recommendations for Action and Implementation Concept: This package focuses on formulating actionable recommendations for GTAI and the Federal Ministry for Economic Affairs and Energy (BMWE), derived from the findings of Work Packages 1 and 2. It involves creating a practical concept and implementation plan for the preferred structural variant, integrating economic, strategic, legal, and operational considerations, to serve as the foundation for a potential GTAI restructuring.

The core deliverables include:

• A protocol from the kick-off meeting.
• Presentations of results at the conclusion of each work package (AP 1, AP 2, and AP 3).
• Continuous documentation of work results.
• A comprehensive final report containing all analyses, evaluations, recommendations, and the implementation concept, including necessary legal steps. This report must feature an executive summary.
• The overarching deliverable is an implementable concept for the realignment of GTAI's organizational structure.

All project documents and outputs must be in German, digital, and barrier-free. The remuneration for these services will be based on a "Time & Material" model.
