• The commissioning of planning services (LPH 5 to LPH 9) is scheduled for mid-October 2026.
• The construction phase for the 1st construction section is set to begin in early November 2027 with site preparation.
• Contract End Date:
• The completion of the 1st construction section is planned for the end of 2029.
• Total Duration:
• The construction phase is expected to last approximately 24 months.
• Key Milestones/Phases:
• Planning LPH 1-2 Vorentwurf (inhouse) occurred before 2024.
• Planning LPH 3 Entwurf (inhouse) and specialist planners for LPH 3 + Baubeschluss are expected to be completed by the end of June 2026.
• Approval planning (LPH 4) is anticipated to be finalized by the end of August 2026.
• The building permit should be obtained by the end of November 2026.
• Ausführungsplanung LPH 5 is slated for around 2027.
• Ausschreibung und Vergabe LPH 6-7 are also slated for around 2027.
• Bauphase LPH 8 (Object supervision) commences in early November 2027 and runs for approximately 24 months.
• Objektbetreuung LPH 9 (Object support) is a defined phase (2% of services).

The core scope of work for this tender involves the selection process for the award of architectural planning services for the "Expansion and Renovation of Cordula Elementary School - 1st Construction Phase". The specific planning services to be commissioned fall under the object planning for buildings and interiors, according to §§ 33 f. HOAI, and include the following service phases (LPH): LPH 5 - Execution Planning (25%), LPH 6 - Preparation for Award (10%), LPH 7 - Assistance in Award (4%), LPH 8 - Object Supervision (32%), and LPH 9 - Object Support (2%).

Key deliverables and additional requirements include:

• Creating an independent cost calculation based on DIN 276:2018-12 and a construction schedule at the start of execution planning, utilizing provided LPH 3 and LPH 4 documents. Costs for these services are covered within the fee (1.25% of LPH 3).
• Spatially considering the future renovation of the old building in the execution and detailed planning of the new building and its connection.
• Accounting for minor structural measures, such as in the existing building's basement, required for the new building's technical operation.
• Adhering to strict formal, cost, and schedule requirements due to public funding.
• Organizing and minuting regular planning meetings at the city administration.
• Being available for inquiries from municipal committees, citizen information events, public participation, city departments, and administrative boards.
• Developing and continuously updating detailed and reliable cost tracking and construction schedule planning.

It is noted that LPH 3 and LPH 4 of the object planning are being handled by the city's High-Rise Building Department, and other specialist planning services (structural engineering, fire protection, building physics, technical equipment) are already commissioned up to LPH 3.
