The contract is expected to be notified in December 2026. The market is concluded for an initial period of two (2) years. It can be renewed twice for a period of one (1) year each, with the total duration of the market not exceeding four (4) years. Decisions for renewal will be communicated with a three-month notice before the contract end. Other sources also state that the contract will be for a duration of four years from the start date indicated in the notification letter.

Regarding milestones or phases, a first overview of the provisional deployment schedule, including envisaged phases and the duration of each phase, is expected at the time of offer submission. The contract for the processing of personal data (RGPD/DSGVO) comes into effect upon signature and remains valid until the final deletion of all data by the subcontractor.

The core scope of work for this tender is categorized into four main lots:

1. Technical and Integration: This includes implementing Single Sign-On (SSO) via Keycloak using OIDC and/or SAML 2.0 protocols, interfacing with ARTE's HR information system (SAP R/3 ECC6 and future SAP S/4HANA) to import employee and organizational-structure data, manage account provisioning (creation, update, deactivation of user accounts and profiles), handle import discrepancies with logging and recovery, and ensure compatibility with SAP S/4HANA migration without disproportionate cost or disruption. The solution should also demonstrate independence from hard dependencies on third-party products.

2. Security, Data Protection, and Hosting: The security dimension is assessed through a separate "Security response framework" which the bidder must complete.

3. SaaS and Service Levels: This involves commitments to a maximum tolerable data loss/recovery point (RPO) of ≤ 24 hours, a maximum time to restore after a major incident (RTO) of ≤ 48 hours, planned maintenance windows with prior notice, daily backups with a retention period of at least 30 days, establishment of a Service Level Agreement (SLA) measurement and penalty scheme, and support in French or German during CET business hours with critical incident acknowledgement within ≤ 4 business hours.

4. Reversibility: Upon contract termination for any reason, the scope mandates the full return of all ARTE data (including interviews, signed forms, training, skills, job descriptions, attachments, logs, and audit trails) in open and documented formats (CSV/XML/JSON; PDF for signed documents) within a contractualized timeframe. This also includes reversibility support, such as takeover assistance, knowledge transfer, and a transition period, followed by permanent certified deletion of data by the provider and its subcontractors (including the host), compliant with GDPR, all formalized in a reversibility plan annexed to the contract.
