The contract has a total duration of 42 months. The execution of services commences on the date specified by a service order.

The timeline is divided into several key phases:

• Phases 1 to 5 (Study Phases): These phases are estimated to last 18 months.
• Phase 1: Instrumented audit of the existing air conditioning installation across three sites, involving a measurement campaign lasting 2 to 3 months per site.
• Phase 2: Global inventory of the building and the share of air conditioning in the energy balance.
• Phase 3: Modeling using dynamic thermal simulation on an hourly basis and construction of the power monotone, per site.
• Phase 4: Optimization and renewal project, including machine selection, sizing, and optimization of distribution, condensation, emission, and regulation components.
• Phase 5: Comparative economic analysis and compilation of the financing file.
• Phase 6 (Assistance to Project Management for Works): This phase is correlated with the works schedule and involves assistance during the consultation and realization of works, including drafting the DCE works, analyzing offers, monitoring execution, tests, and reception.
• Phase 7 (Post-Commissioning Follow-up): This phase will last a minimum of 24 months and includes consolidated energy balance over the first twelve consecutive months.

Key milestones include:

• A launch meeting to be held within fifteen days following the notification of the market.
• The contractor must submit a detailed provisional calendar, integrating validation milestones by the contracting authority and meetings with funders, within fifteen days following the notification of the market.
• Steering committees will take place at the end of each of phases 1 to 5, and during the main milestones of phase 6 (DCE, attribution, commissioning, reception).

The Statement of Work (SOW) includes the following key phases and deliverables:

• Phase 1: Instrumented Audit of Existing Air Conditioning Installation - This involves a detailed inventory, instrumented measurement campaigns over 2-3 months, performance characterization against manufacturer specifications, and the delivery of an instrumented audit report per site.
• Phase 2: Global Building Assessment and Air Conditioning Share - This phase includes characterizing the building's thermal properties, analyzing three years of electricity bills, developing a strategic note for energy savings and compliance (e.g., Décret Tertiaire / OPERAT, Décret BACS), and formulating a global action plan for building envelope and systems.
• Phase 3: Dynamic Thermal Simulation for Needs Modeling - Focused on constructing and calibrating a model for energy requirements.
• Phase 4: Optimization and Renewal Project - This involves a parametric analysis of existing components, selection of new equipment and operating regimes, dimensioning of new refrigeration production, optimization of distribution, emission, condensation, and regulation components, calculation of anticipated energy gains (EER), and studies on photovoltaic coupling and high-efficiency air circulators.
• Phase 5: Economic Analysis and Financing File Preparation - This includes a comparative economic analysis of the cost of cold, development of an open calculation file, application of economic indicators, evaluation of operating costs and payback periods, and the constitution of a complete investment aid application file, including preliminary framing meetings with financing bodies.
• Phase 6: Project Management Assistance for Works Consultation and Execution - Key tasks involve drafting technical documents for the works tender (CCTP, plans, DQE/DPGF), supporting the analysis and award of offers, monitoring works execution, and overseeing tests, commissioning, reception, and training.
• Phase 7: Instrumentation, Monitoring, and Post-Commissioning Assessment - This final phase includes developing a metering plan, implementing and accepting instrumentation upon commissioning, providing detailed monthly and global energy reports for 24 months, delivering a consolidated energy report with the annual SEER, and a 24-month mission to monitor objectives and results.

The services are compensated via a global lump-sum price.
