Phase 4 – Étude de faisabilité technique, réglementaire et financière (Technical, Regulatory, and Financial Feasibility Study): For each selected scenario, the provider will produce a technical feasibility analysis, identify necessary administrative authorizations, provide a quantified cost estimate for works, develop a program and schedule, identify mobilizable financing schemes and their eligibility conditions, and propose a provisional financing plan with multi-year phasing and an argued prioritization of scenarios.
5. Phase 5 – Restitution et préconisations (Reporting and Recommendations): This phase will involve creating a synthesis report that compares the different scenarios and provides recommendations for the project's continuation, including the work program, choice of project management, and phasing.
The provider will work directly with the communal technical services manager, reporting progress, holding necessary meetings, and obtaining validations for all project phases. A minimum of 5 CoPil meetings are required.
