TENDER DESCRIPTION

The University of Twente (UT) has initiated a European public procurement for contracting a single partner for Broker Services Hiring. The objective of the UT is to conclude a Framework Agreement with one Contractor who takes full responsibility for managing the hiring of external support personnel. The services focus on interim professionals (such as secondees and self-employed persons) for supporting functions. The main components of the contract are: Intermediary services: sourcing, recruitment, and selection of candidates via a broad network of suppliers and direct self-employed recruitment. Contract management: the complete administrative, contractual, and financial handling (including hiring risk management). Transition and Implementation: migration of ongoing contracts and implementation of work processes and system integrations. Scientific staff and specific fields such as ICT, medical, and legal fall outside the scope of this procurement. The Framework Agreement is expected to commence on 1 January 2027 for an initial period of two years.
