TENDER DESCRIPTION
Safe participation in road traffic requires reliable hazard perception as well as appropriate behavioural responses. These abilities are already impaired at low blood alcohol concentrations, causing the risk of accidents to increase exponentially with the degree of intoxication. While previous scientific research and legal provisions have focused primarily on drivers of motor vehicles, legal particularities still apply to cyclists: absolute unfitness to drive is assumed only from a blood alcohol concentration of 1.6 ‰, and there is also no separate administrative offence offence for riding a bicycle while intoxicated. Against the backdrop of the sharp increase in the use of bicycles and Pedelecs, and the higher associated accident risk, as well as rising usage and accident numbers, the question of adjusting the legal framework is gaining in importance. The aim is to contribute to improving road safety and to implementing Vision Zero.
