TENDER DESCRIPTION

Safe participation in road traffic requires reliable hazard perception and appropriate behavioural responses. Even at low concentrations of alcohol, these abilities are impaired, which means that the risk of an accident increases exponentially with the degree of intoxication. While the existing scientific research and legal provisions to date have focused primarily on drivers of motor vehicles, there are still legal special features for cyclists: absolute inability to drive is assumed only from a blood alcohol concentration of 1.6 ‰; in addition, there is no independent offence for riding a bicycle while under the influence of alcohol. Against the backdrop of the sharply increased use of bicycles and pedelecs, and the associated higher risk of accidents, as well as rising usage and accident figures, the question of adjusting the legal framework has gained in importance.
