External Training

The contract framework award is expected in March 2024. The total duration of the framework is four calendar years, or 48 months. A key milestone is the opportunity for the Service Provider to review tendered rates at the end of Year 2, specifically in March/April 2026.

The core scope of work for this tender involves establishing an "External Training and Workforce Skills Framework" to provide various training courses and recognized qualifications.

The framework is divided into two main lots:

• Lot 1: Focuses on delivering a variety of training courses for individuals seeking re-employment or new skills, operating on a call-off basis to meet client needs regarding dates and location. This lot is specifically designed to support the "East Ayrshire Works Employability Pipeline" by offering innovative activities to enhance existing provisions, deliver transformational change, and ultimately secure sustainable employment for unemployed or inactive participants facing multiple barriers.
• Lot 2: Involves providing recognized qualifications, such as SVQ, primarily for Modern Apprentices and other younger members of the workforce.

The Service Provider is required to:

• Supply all necessary equipment, materials, and consumables, and arrange their own transportation for service execution.
• Detail proposals for the quality of training courses, including delivery location, timeframe, and costs.
• Demonstrate their training methods and delivery models.
• Provide documentation of course completion for each client, including copies of certificates.
• Ensure that trainers are knowledgeable about all relevant Health and Safety Legislation.
• Demonstrate a commitment to Fair Work Practices and outline any community benefits they will provide.
• For Lot 2, provide evidence as required by the Specification.
• Submit pricing that is fixed for the 48-month duration of the framework, encompassing all costs such as labor, materials, equipment, royalties, license fees, accreditation costs, and other foreseeable expenses.

Core deliverables and expected results include:

• Unemployed and inactive participants with multiple barriers gaining a qualification.
• Unemployed and inactive participants with multiple barriers securing employment, including self-employment, upon leaving the program.
• Unemployed and inactive participants with multiple barriers remaining in employment, including self-employment, six months after leaving the program.
