The formal award decision for the current contract is set for December 1, 2026.

Within the scope of this contract, the Stadtentwicklungskonzept (STEK) has a detailed timeline spanning from July 2026 to December 2028. This STEK timeline is further broken down into several key phases:

• Phase 1a – Analysis and Basic Data Collection: From July 2026 to May 2027, lasting 10 months.
• Phase 1b – Draft Urban Development Concept: From May 2027 to February 2028, lasting 9 months.
• Phase 1c – Public Participation: From February 2028 to July 2028, lasting 6 months.
• Phase 1d – Revision: From August 2028 to December 2028, lasting 6 months.

Key milestones for the overall Phase 1, which concludes by 2030, include the relevant credit decisions for sub-projects 1 to 5.

The core scope of work for this tender is the external overall project management for the "Entwicklung Bahnmatt" (Bahnmatt Development) project, specifically for its first project phase, which is expected to conclude by the end of 2030 with corresponding credit approvals.

The mandate requires the appointed expert to fully undertake the delegable tasks of the client and to represent the client's interests competently towards all project stakeholders, including planners, contractors, and internal and external bodies. The role involves accompanying the project through all phases until commissioning, ensuring compliance with the client's requirements and objectives, and delivering services with high professional, organizational, and strategic competence while adhering to schedule and cost targets.

Key deliverables and responsibilities for Phase 1 include:

• Overall Project Leadership and Coordination: This encompasses the comprehensive management and coordination of the Bahnmatt area development and its various sub-projects. It involves consolidating sub-projects into a unified schedule, managing interfaces, preparing decision-making documents and reports for the steering committee and municipal council, providing administrative support, and controlling costs, schedules, quality, and risks. The overall project lead is also responsible for ensuring adherence to the approved project framework, preparing decision bases for steering committee resolutions, managing project pending items, and preparing, conducting, and minuting meetings.
• Meetings and Review Sessions: Participation in 5 full-day judging sessions for study assignments is required. The scope also includes a defined number of meetings with various groups: 24 steering group meetings (quarterly), 36 working group meetings (monthly), and an assumed 36 bilateral meetings with project participants.
• Sub-project Coordination and Deliverables:
• TP1 Maintenance: Coordinating measures related to the overall project, specifically for maintenance activities until the replacement building.
• TP2 First Development Stage: Collaborating with property owners, defining the usage concept for building area 2, determining public parking provisions, and accompanying the study assignment, the winning project to a guiding project, and the development plan procedure. This also involves preparing voting documents for the development plan and planning credit proposals.
• TP3 Second Development Stage: Accompanying study assignments, the winning project to a preliminary project, and preparing voting documents for construction credit proposals.
• TP4 Access / Supply and Disposal: Coordinating with the SBB project for the Bahar train station expansion, clarifying framework conditions for a cantonal bike path and a new Bahnmatt bus station, coordinating new bus lanes, and accompanying a feasibility study for a district heating network. It also includes clarifying supply and disposal framework conditions for sub-projects 2 and 3.
• TP5 Subsequent Use Martinspark: Coordinating with a separate project for the subsequent use of the Martinspark retirement home.
• Potential Additional Services: Provision for "Allfällige weitere Leistungen Phase 1" (Any further services Phase 1) to be defined.
