The contract has an initial duration of 12 effective months. The service will commence the day after the contract is signed. The contract can be extended for a maximum additional period of 24 months, through one or several extensions. Any extension is at the discretion of Foment de Ciutat and is mandatory for the awardee. There will be no price review, and periods without service provision will not be paid.

The core scope of work for this tender involves providing technical assistance to support the technical team and manage public space and infrastructure works commissioned to the Technical Directorate of Foment de Ciutat.

The Statement of Work summary and core deliverables include, but are not limited to, the following tasks:

• Performing technical visits, inspections, and field work for definition, monitoring, and control of actions.
• Supporting Foment de Ciutat in the planning, coordination, and monitoring of public space and infrastructure actions.
• Participating in informative, technical, and coordination meetings with various stakeholders.
• Elaborating diagnostics, technical reports, monitoring reports, meeting minutes, dashboards, and other necessary documentation.
• Collecting, verifying, systematizing, and updating technical, administrative, and economic information.
• Introducing and updating information in management systems, databases, or platforms.
• Developing and maintaining work plans, chronograms, and monitoring tools for assigned actions.
• Monitoring deadlines, costs, risks, incidents, and key milestones of the actions.
• Analyzing detected incidents, proposing corrective measures, and reporting to Foment de Ciutat.
• Supporting the processing of authorizations, permits, public space occupations, and impact management.
• Monitoring impacts on mobility, urban services, and the environment resulting from the execution of actions.
• Providing support for the reception, closing, liquidation, and commissioning of actions as required.
• Producing periodic and final reports for the control, monitoring, and justification of the developed actions.
• Controlling and managing the project drafting phase, including integrated monitoring of executive project phases to ensure the inclusion of constructive, temporal, and economic criteria for successful construction.
• Conducting technical audits of projects, which includes analyzing and validating constructive solutions, planning and management, and confirming the availability of all necessary project definition documentation.
• Coordinating works, encompassing the coordination, monitoring, and integration of various projects from inception to completion, to ensure proper technical criteria transmission, quality control, and adherence to contract objectives.
• Executing specific tasks for assigned works, such as participating in external meetings, collaborating with various entities (construction companies, municipal departments, service companies), supervising "as-built" documents, updating work progress dashboards (traffic impacts, financial and time estimates), preparing administrative and technical documentation for changes, complementary works, and liquidations, reviewing economic and temporal monitoring documentation from site managements, providing technical assistance for project ambiguities, inconsistencies, errors, and omissions, proposing solutions for execution phase problems, and overseeing traffic impact management to comply with regulations.
• Ensuring that works correctly implement directives from Foment de Ciutat's Technical Directorate regarding deadlines, quality, and cost.
• Generating all documentation required to fully define the works, assigning responsibilities, and tracking progress through execution.
• Ensuring that proposed changes in works align with Foment de Ciutat's interests and evaluating their impact on all involved parties.
• Confirming the technical compatibility of adopted solutions and their alignment with planned execution timelines.
• Providing technical assistance for final quality control, work reception, and liquidation, analyzing alternative proposals during the works period, and supporting the commissioning process and warranty period.
