La fusió de diferents prestacions (subministrament i obres) no només es justifica per la seva connexió directa, sinó que és imprescindible per assolir la finalitat del contracte de manera eficaç i funcional. Per una banda hi ha les tasques de subministrament (art. 16 de la Llei 9/2017, de 8 de novembre, de Contractes del Sector Públic, en endavant LCSP) i, per altra banda les relatives a un contracte d’obres (art. 13 LCSP).
