Specialist planning medical technology service phases 6-9 Specialist planning medical IT planning service phases 2-9 The procedure is conducted in accordance with § 17 VgV as a negotiated procedure with competitive dialogue. It is divided into the following two stages: - Stage 1: Competitive dialogue - Stage 2: Negotiated procedure (consisting of the bidding phase "First (indicative) offer" and the negotiation round "final offer") The provisions of Part 4 of the Act against Restraints of Competition (GWB) and the Procurement Ordinance (VgV) apply, each in the version valid at the start of the procedure.
