The contract timeline is as follows:

The project is scheduled to begin immediately after the contract is concluded. The planned overall contract duration, including Service Phase 8 (LPH 8), is approximately 62 months. The execution period is specified from October 1, 2026, to December 1, 2031.

Key milestones and phases include:

• Planning start: Immediately after contract conclusion.
• Completion of Stage 1 (Service Phases 1-3): 12 months after contract conclusion.
• Construction start: 24 months after the completion of Service Phase 3, or 36 months after contract conclusion.
• Completion date: 26 months after the construction start.

The commissioning of services is structured in stages:

• Initial commissioning covers Service Phase 3 (LPH 3) according to § 55 HOAI 2021 as the first service stage.
• Further commissioning for LPH 4 to 9 will occur in stages and is contingent upon a construction decision by the political committees of the City of Cologne, following the complete submission of LPH 3.

The service stages are divided as follows:

• Stage 1: Service Phase 1 (Basic evaluation), Service Phase 2 (Preliminary planning), and Service Phase 3 (Draft planning).
• Subsequent stages (subject to a construction decision):
• Stage 2: Service Phase 4 (Approval planning).
• Stage 3: Service Phase 5 (Execution planning), Service Phase 6 (Preparation for awarding), and Service Phase 7 (Assistance in awarding).
• Stage 4: Service Phase 8 (Object supervision) and Service Phase 9 (Object support and documentation).

The core scope of work for this tender involves comprehensive planning and supervision services for technical equipment across various project phases, referred to as Leistungsphasen (service phases). These services are structured into four main stages, with later stages being subject to construction approval.

Statement of Work Summary and Core Deliverables:

Stufe 1 (Stage 1):

• Leistungsphase 1: Grundlagenermittlung (Basic Investigation).
• Leistungsphase 2: Vorplanung (Preliminary Planning). This includes defining systems, preliminary dimensioning, evaluating alternative solutions with economic considerations, integrating designs into object planning, functional schematics, clarifying interdisciplinary processes and interfaces, coordinating with authorities for approvals and infrastructure, cost estimation (DIN 276, 2nd level), and scheduling.
• Leistungsphase 3: Entwurfsplanung (Design Planning). This involves developing the planning concept, defining all systems and components, calculating and dimensioning technical systems, estimating energy and operating costs, coordinating space requirements, detailed graphical representation, detailing functional and string diagrams, listing all systems with technical data, and providing system descriptions.

Stufe 2 (Stage 2 - subject to construction approval):

• Leistungsphase 4: Genehmigungsplanung (Approval Planning).

Stufe 3 (Stage 3 - subject to construction approval):

• Leistungsphase 5: Ausführungsplanung (Execution Planning). This includes detailing functional and string diagrams, coordinating drawings with other planners, creating slot and breakthrough plans, updating the schedule, and reviewing/approving assembly and workshop plans from executing companies.
• Leistungsphase 6: Vorbereitung der Vergabe (Preparation for Award). This involves determining quantities for tender documents, preparing tender documents (including service specifications and maintenance services), coordinating interfaces, calculating and controlling costs based on priced service specifications, and compiling tender documents.
• Leistungsphase 7: Mitwirkung bei der Vergabe (Assistance with Award). This includes technical review and evaluation of offers, assessing changed or additional services and their prices, preparing award proposals, and compiling contractual documents.

Stufe 4 (Stage 4 - subject to construction approval):

• Leistungsphase 8: Objektüberwachung (Bauüberwachung) (Object Supervision - Construction Supervision). This encompasses supervising construction execution, coordinating project participants, establishing and monitoring the schedule, documenting the construction process, reviewing changed/additional services, joint measurements, invoice verification, cost control and determination, assisting with performance and functional tests, technical acceptance, defect identification, preparing acceptance protocols, applying for official approvals, and checking revision documents.
• Leistungsphase 9: Objektbetreuung und Dokumentation (Object Support and Documentation). This includes listing limitation periods for defect claims.

Besondere Leistungen (Special Services): These are supplementary services for technical equipment planning.

• Stufe 1 (within Leistungsphase 2):
• Bauweisenentscheidung Massivbau / Holz-, Holzhybridbau (Construction Method Decision Masonry / Wood, Wood-Hybrid Construction): This involves conceptually investigating and comparatively evaluating construction-related impacts on building services systems, installation routing, and construction costs for different construction variants. Key aspects include impacts on the plant concept, integration of technical equipment, routing, installation zones, shafts, technical areas, required penetrations, and interfaces with other planning disciplines, as well as effects on fire protection and building physics.
• OPTIONAL: Erarbeiten besonderer Daten für die Planung Dritter – Ökobilanzierung (LCA) (Developing special data for third-party planning – Life Cycle Assessment): This involves preparing and providing project-specific TGA planning data for ecological balance assessments, including material, quantity, system, and technical characteristic data, and data transfer in an agreed format. Coordination with the client's sustainability consultant is included, but the creation of certifications, LCAs, evaluations, or expert opinions is not.
• OPTIONAL: Erarbeiten besonderer Daten für die Planung Dritter – Nachhaltigkeitszertifizierung (Developing special data for third-party planning – Sustainability Certification): Similar to LCA, this focuses on data provision and coordination, excluding the actual certification.
• OPTIONAL: Erarbeiten besonderer Daten für die Planung Dritter – Kreislaufwirtschaft und Materialpässe (Developing special data for third-party planning – Circular Economy and Material Passports): This involves creating and providing project-specific TGA planning data for circular economy, resource, or material passport concepts, including processing TGA planning data, compiling material, quantity, system, and component data, data transfer, and coordination with experts. The creation of material passports, resource passports, circular economy proofs, evaluations, or expert opinions is not included.
• Stufe 4 (within Leistungsphase 9):
• OPTIONAL: Überwachen der Mängelbeseitigung innerhalb der Verjährungsfrist (Monitoring defect rectification within the limitation period), billed on an hourly basis.
