TENDER DESCRIPTION

For measures for the temporary opening of the hard shoulder (TSF), procedures for cost-effectiveness assessment are already available. However, these have so far predominantly taken into account losses of time and impacts on road safety. Against the background of current requirements for the assessment of transport infrastructure measures, in particular with regard to environmental impacts, future developments in vehicle fleets and other sustainability aspects, there is a need to further develop the existing assessment approaches. The aim of the research project is to develop a systematic and comprehensive procedure for assessing the cost-effectiveness of measures for the temporary opening of the hard shoulder. The procedure is intended to be compatible with the methods manual for the Federal Transport Infrastructure Plan 2030 and to allow a comparison of TSF measures with a compliant full expansion.
