The contract timeline is as follows:

Contract Start Date: The agreement is effective from the date indicated on the front page of the overarching agreement or the date it is signed by the parties. The system is expected to be operational and ready for customer use from October 1, 2026.

Contract Duration: The agreement is valid for two (2) years. The customer has the right to extend the agreement for an additional year at a time, up to two (2) times, totaling a potential maximum of four years.

Key Milestones and Phases:

• Sent for announcement: August 5, 2026
• Deadline for questions to the tender document: August 25, 2026, at 12:00 PM
• Tender deadline: September 7, 2026, at 12:00 PM
• Evaluation: Weeks 37-39
• Award decision and notification to suppliers: Week 39
• Expiration of waiting period: 10 calendar days from the date of dispatch of the notification letter
• Contract signing: Weeks 40-41
• Commitment deadline: December 31, 2026

• Service Delivery and Operational Phases:
• An establishment phase plan is required from the supplier.
• The media monitoring tool is to be made available on the agreed delivery day.
• The system must be operational and ready for use by the customer from October 1, 2026, which is the basis for the progress plan.
• An acceptance test period of 10 working days is to commence from the first working day after the supplier sends a delivery notification.
• Delivery day is considered to have occurred on the first working day after the acceptance test concludes, provided the service is approved or no rejection notice is sent within the period.

The core scope of work for this tender is to provide continuous media monitoring and analysis services, along with related services, to various government entities. The purpose is to ensure a comprehensive overview of media coverage related to their own activities, associated matters, and their respective fields. This includes all relevant types of media.

The core deliverables and Statement of Work summary encompass:

• A Basic Media Monitoring Package (Grunnpakke medieovervåkning): This primary service includes a media portal and monitoring of traditional Norwegian media, covering both paywall and non-paywall content. This specifically extends to web-based sources, print media, radio, TV, and web-TV. An RSS-feed to the customer's intranet is also part of this package. If a historical media archive is offered by the vendor, it must be included within this basic package.
• Optional Services:
• Option 1: International Media Monitoring: An additional service for monitoring international media.
• Option 2: Social Media Monitoring: An additional service for monitoring social media.
• Consultant Services: Provision of a consultant on an hourly rate for additional development, analysis services, or other services not covered by standard support.
• System Capabilities: The system must offer analysis functions for statistics (tables and graphs showing coverage by time and source), the ability to perform free searches within sources, including historical media archives, and present these in reports. It should be flexible to adapt content to customer needs, and reports should be accessible via a media portal.
• Artificial Intelligence (AI) Integration: The system is expected to have the capability to utilize AI for generating summaries and analyses of media coverage, and to produce fixed reports (e.g., daily, weekly) based on established criteria.
• Supplier Responsibilities: The supplier must provide access to a demo version for evaluation, designate a fixed contact person for the customer, and ensure support availability on weekdays from 07:00 to 16:00.
• Establishment and Delivery: The supplier is required to submit a plan for the establishment phase. The media monitoring tool, with all its functions as per the requirements, must be operational and ready for customer use by October 1, 2026.
• Service Level Agreement (SLA): The supplier's standard SLA must be provided, detailing minimum uptime, reaction times, and user support availability.
