TENDER DESCRIPTION

ekom21 - KGRZ Hessen intends to procure finance software for use with its municipal customers, which maps all municipal finance and administrative processes in a legally compliant and end-to-end digital manner, enables media-break-free services for citizens and businesses, and supports internal administrative activities in a legally compliant, efficient and user-friendly way. This includes, in particular, licensing/provision, software maintenance and other support services. With this tender, ekom21 also pursues the goal of a digitally sovereign solution: the contracting authority must permanently retain control over data, operations and technological further development. Bidders must therefore be independent of specific suppliers and lock-in effects of a technical, licensing-related or contractual nature must be avoided; operation must allow different hyperscalers; there must be preferential use of open standards and open-source base components; the processing and storage of all data must take place exclusively within the European Union, with the exclusive applicability of European and German law; and all data must be exportable at any time in manufacturer-neutral,…
