TENDER DESCRIPTION

ekom21 - KGRZ Hessen intends to procure finance software for use with its municipal customers, which maps all municipal financial and administrative processes in a legally compliant and continuous digital manner, enables media-break-free services for citizens and businesses, and provides legal, efficient and user-friendly support for internal administrative activities. In particular, this includes licensing/provision, software maintenance and other support services. With this tender, ekom21 also pursues the goal of a digitally sovereign solution: the contracting authority must permanently retain control over data, operation and technological further development. Provider independence and the avoidance of technical, licensing-law or contractual lock-in effects are therefore required; operation with the possibility of using different hyperscalers; the preferential use of open standards and open-source base components; processing and storing all data exclusively within the European Union, with the sole applicability of European and German law; and the ability at any time to export all data in manufacturer-neutral, machine-readable formats.
