TENDER DESCRIPTION

REFOPLAN 2026: “Monitoring of food waste (FW) in Germany; further development of the methodology to fulfil the reporting obligation to the European Commission for the years 2025 and 2026” Germany is required under EU law to report annually the quantities of food waste. The aim of this project is the preparation of the two aforementioned reports for Germany as well as an analysis and communication of the data series from the first reporting year 2020 onwards, with regard to achieving the binding EU reduction targets in 2030. Optimisation opportunities for the subsequent EU reports are to be identified. The final quality control reports are sent by the Umweltbundesamt (Federal Environment Agency) to Eurostat. When preparing the baseline data for steps 1 to 4, alternatives to waste generation (AEU) are to be researched and developed in order to simplify and make the creation process transparent. The alternative methodology is to be compared with selected European member states. The methodology for the creation of the baseline data for step 5 remains unchanged.
