REFOPLAN 2026: “Review of the best available techniques for the pulp, paper and board industry; preparatory project for German participation in the BREF revision process” The project deals with the revision of the BVT reference document (“BVT booklet”) on “Pulp and paper industry” (PP BREF), which is carried out under the Industrial Emissions Directive (English abbreviation: IED). Pursuant to Article 13 of the IED, an EU-wide exchange of information (Seville process) takes place on the “best available techniques” (BAT). The resulting BAT conclusions contain binding requirements for the authorisation of industrial installations. The PP BREF is one of the first BREF documents to be revised, in accordance with the EU Commission’s work programme, from 2027 under the new Industrial Emissions Directive (2024/1785/EU), whose requirements now have to be implemented in the BREF development process. The aim is to strengthen German participation in the BREF revision process. For the revision of the BAT reference document (“BVT booklet”) “PP”, examples of resource-efficient and low-emission production processes are to be collected and this information is to be prepared in technical papers.…
