    TENDER DESCRIPTION

    REFOPLAN 2026: “Best available techniques - Development of a cross-sector approach for deriving environmental performance levels (BAT AEPLs)” Pursuant to Article 13 of the Industrial Emissions Directive (IE-RL), an EU-wide exchange of information (Seville process) takes place on “Best Available Techniques” (BVT). The resulting BVT conclusions include binding requirements for the permitting and operation of industrial installations. Part of the BVT conclusions are the environmental performance levels associated with BVT for water, energy and material consumption (BAT-AEPLs). The IE-RL was amended in 2024. The new IE-RL 2.0 provides for BAT AEPLs to be implemented in a binding manner. From now on, permits must include environmental performance limit values and binding ranges. Robust and enforceable BAT AEPLs determined in the Seville process therefore increase in importance. The project is intended to develop a cross-sector method for deriving environmental performance levels. Key elements such as system boundaries, comparable aggregates (process, installation), data availability or reference parameters will be analysed.
