EVUPlan: “Overall system-wide impacts of slow progress in energy efficiency in the building sector” Energy efficiency is a key lever for making the heating transition a success. At the same time, neither progress nor the required ambitious level can be seen in this area. Against this background, the project is intended to perform an analysis, based on an existing scenario (no own scenario work in the project; usage rights and data for the scenario must be ensured by the contractor), of which (energy) system conditions apply for achieving the targets despite clearly lower-than-ambitious progress in building energy efficiency. The aim of this project is to describe a development with low efficiency and energy savings and yet a full switch to renewable energies over the next 20 years, and to analyse it with regard to robustness and long-term cost-effectiveness. Decision-makers are to receive, as a result, an impression of what risks and possible opportunities are associated with this, what the central “conditions for success” of such a development are, and how robustly the climate protection targets can be achieved.
