The contract timeline is as follows:

The services are to begin immediately after the order is placed. The completion of the services is scheduled for December 2027. The contract involves various service phases, including preparation of award (Leistungsphase 6), assistance with award (Leistungsphase 7), object monitoring (Leistungsphase 8), and object support (Leistungsphase 9). Initial services transferred are Leistungsphase 6 and 7, with the possibility of further phases being transferred later. A detailed schedule is required to specify the start, significant intermediate dates, and the completion date for all construction services. Specific deadlines for further services will be set in writing by the client in agreement with the contractor.

The core scope of work and statement of work for this tender involves comprehensive object planning services across multiple project phases for the expansion and renovation of the Forstenried volunteer fire department.

The services are structured according to Leistungsphasen (service phases) 1 through 9, as detailed in Anlage 10 to §34 Abs. 3 Nr. 10.1 HOAI, and include both basic and special services.

Key phases and their core deliverables include:

• Leistungsphase 1 - Grundlagenermittlung (Basic Evaluation): Involves clarifying the task based on client specifications or demand planning, contributing to advice on overall service and investigation needs, assisting in formulating decision aids for selecting other planning participants, and summarizing, explaining, and documenting results.
• Leistungsphase 2 - Vorplanung (Preliminary Planning / Project and Planning Preparation): Focuses on developing a planning concept in its essential parts and determining overall costs. This includes analyzing fundamentals, coordinating services with other planning participants, aligning target objectives, identifying goal conflicts, and preparing preliminary planning documents, investigations, variant evaluations, and drawings. A special service in this phase is a feasibility study.
• Leistungsphase 3 - Entwurfsplanung (Design Planning): Includes basic services according to HOAI, with specific tasks such as summarizing, explaining, and documenting the results, preparing materials for decision proposals, and compiling documents for eligible construction measures. A special service is the creation of a qualified cost calculation, which assigns costs to service units (trades) in a detailed manner.
• Leistungsphase 4 - Genehmigungsplanung (Approval Planning): Encompasses basic services for obtaining necessary approvals.
• Leistungsphase 5 - Ausführungsplanung (Execution Planning): Covers basic services related to detailed execution planning.
• Leistungsphase 6 - Vorbereitung der Vergabe (Preparation for Awarding): Involves creating performance descriptions with bills of quantities based on execution planning. This includes coordinating and defining interfaces for VOB awards, preparing planning documents for quantity determination, accurately determining quantities, taking over information for client-side preliminary services (e.g., technical equipment), coordinating the division of trades into award units with the client, and defining award units for execution approval and EU-wide tenders.
• Leistungsphase 7 - Mitwirkung bei der Vergabe (Assistance in Awarding): Requires coordinating the awarding processes of specialist planners, maintaining an overview of required and received offers, updating the trade-oriented award schedule, obtaining offers, preparing responses to bidder inquiries, issuing tender documents, and reviewing and evaluating offers, including compiling price comparisons and conducting arithmetical checks.
• Leistungsphase 8 - Objektüberwachung - Bauüberwachung und Dokumentation (Object Supervision - Construction Supervision and Documentation): Involves overseeing the construction process and maintaining documentation.
• Leistungsphase 9 - Objektbetreuung (Object Support): Deals with the post-completion support of the object.
