TENDER DESCRIPTION

The contracting authority, the municipality of Homberg (Efze) (the contracting authority), was included in the federal-state funding programme “Social Cohesion” in 2025. An Integrated Urban Development Concept (Integriertes Städtebauliches Entwicklungskonzept (ISEK)) is currently being prepared with intensive public participation. It is expected to be completed and adopted in Q3/Q4 2026. The ISEK will include a catalogue of measures with a defined prioritisation that must be implemented. Preliminary drafts of the ISEK and the catalogue of measures are attached to the tender documents. The funding programme, with respect to its spatial focus, covers the southern inner city of the town of Homberg (Efze), starting at the bus station/Wallstraße and continuing to Homberger Freiheit and the area of Ziegenhainer Straße. In the ISEK process, the funding area is to be expanded by two areas – the Stellberg with the sports park and Untergasse. The aim of the overall development process of the ISEK and the subsequent implementation of the measures is the qualitative upgrading of the funding area in the inner city of Homberg.
