TENDER DESCRIPTION

The contracting authority, the city of Homberg (Efze) (AG), was included in 2025 in the federal-state funding programme “Social Cohesion”. An Integrated Urban Development Concept (Integriertes Städtebauliches Entwicklungskonzept (ISEK)) with intensive citizen participation is currently being prepared; it is expected to be completed and adopted in Q3/Q4 2026. The ISEK will include a catalogue of measures with a defined prioritisation that must be implemented. Preliminary drafts of the ISEK and the catalogue of measures are attached to the tender documents. In terms of its spatial focus, the funding programme comprises the southern inner city of the city of Homberg (Efze), starting at the bus station/Wallstraße, extending to Homberger Freiheit and the area of Ziegenhainer Straße. In the ISEK process, the funding area is to be supplemented by two additional areas—the Stellberg with the sports park as well as Untergasse. The aim of the entire development process of the ISEK and the subsequent implementation of the measures is the qualitative enhancement of the funding area in the inner city of Homberg.
