The framework agreement has a firm duration of 4 years, commencing from the date of its notification. The total duration of this agreement cannot exceed 4 years.

Purchase orders can be issued throughout the entire validity period of the framework agreement. However, once the framework agreement expires, no new purchase orders can be issued. Any purchase orders that have already been issued must be executed within 6 months from the end date of the framework agreement. The specific execution times for individual orders and other essential elements for their completion are detailed on each respective purchase order.

The core scope of work for this tender involves the execution of services under a multi-attributed framework agreement based on purchase orders. The agreement is divided into 11 distinct geographical lots, with a maximum of two awardees per lot.

Key deliverables and responsibilities of the contractor ("Titulaire") include:

• Performing services in strict accordance with the specifications detailed in the Specific Technical Clauses (CCTP).
• Adhering to stipulated deadlines, costs, and quality standards for all services.
• Ensuring all services comply with approved and new European standards that become effective during the contract's execution.
• Executing individual orders issued via purchase orders throughout the four-year duration of the framework agreement.
• Maintaining a high level of satisfaction, with performance evaluated annually based on communication and responsiveness (25%), adherence to contractual commitments (25%), contractual relationship (25%), and flexibility and adaptability (25%).
• Proactively seeking and providing necessary information, documents, advice, and warnings to the contracting authority.
