The contract enters into force either on the date of signature by the last party, or on a specified date provided all parties have already signed. The initial duration of the contract is one year.

For Lot 1, the contract is renewable five times by tacit renewal for successive periods of one year, with a total duration not exceeding six years from its entry into force (1 initial year + 5 renewal years).

For Lot 2, the contract is renewable three times by tacit renewal for successive periods of one year, with a total duration not exceeding four years from its entry into force (1 initial year + 3 renewal years).

Specific purchase orders cannot be signed before the contract's entry into force, and product deliveries cannot commence before the purchase order's entry into force. Purchase orders must be signed by the European Parliament before the contract expires, and their terms remain in effect for these specific purchase orders for up to six months after the contract's expiration.

The core scope of work for this tender involves the supply of specific items, which include parka jackets, raincoats and rain pants, waterproof tactile gloves, fleece hats, and fleece neck warmers. The contractor is required to comply with the minimum requirements outlined in the technical specifications (Annex I) and adhere to environmental, social, and labor law obligations. The contract, identified as a "MODEL FRAMEWORK CONTRACT FOR SUPPLIES EP-SAFE/2026/OP/0004," will be executed through purchase orders. The pricing for these items is all-inclusive, covering the cost of the articles, fitting kits, packaging, insurance, transport to the delivery location, and any after-sales services. Deliveries must be completed within a maximum of eight calendar weeks. Additionally, from the second year of the contract, the contractor may be requested to supply other models of similar or equivalent quality and at the same price.
