The contract timeline is as follows:

The framework agreement is concluded for a total duration of 4 years, which is forty-eight (48) months. It commences from the date of notification of the contract. This agreement is not renewable.

Key milestones and phases include:

• An initial global order may be issued at the beginning of the contract, with deliveries phased according to the contracting authority's needs and the deadlines specified in the purchase orders.
• Additional orders can be placed during the first twenty-four (24) months of the framework agreement.
• Contracts for lease-purchase (LOA) or leasing (crédit-bail) established through purchase orders will run until their full term.
• Each individual purchase order related to leasing (crédit-bail) has a maximum execution duration of sixty (60) months.

The core scope of work for this tender is an "ACCORD-CADRE DE FOURNITURES COURANTES ET DE SERVICES" (Framework agreement for current supplies and services) focused on the "Fourniture de véhicules particuliers et utilitaires légers en location avec option d’achat (LOA) et acquisition de véhicules particuliers" (Supply of passenger and light utility vehicles for lease with option to purchase (LOA) and acquisition of passenger vehicles).

The tender is structured into three lots:

• Lot n°1: Thermal passenger vehicles in LOA (Location with Option to Purchase).
• Lot n°2: Thermal light utility vehicles in LOA.
• Lot n°3: Acquisition of new and/or used segment B passenger vehicles.

The services encompassed also include administrative operations related to vehicle registration, delivery, applicable guarantees, contractual follow-up, and any specific arrangements stipulated in the market documents.

Core deliverables include:

• Vehicles that are clean, complete, and in perfect working order, equipped with all specified accessories and documents.
• Vehicles that are registered (if required) and ready for immediate service.
• Upon delivery, the contractor must provide all administrative and technical documents necessary for the vehicle's commissioning.
• Specific documents to be provided upon delivery are the certificate of conformity, registration documents, maintenance log, user manuals in French, duplicate keys, warranty booklet, service history (for used vehicles), technical inspection report (if applicable), pre-delivery preparation report, and certificate of transfer (for used vehicles).
• Technical documents to be included with the offer comprise the manufacturer's technical sheet, commercial documentation, WLTP characteristics, dimensions, trunk volume, list of equipment, included options, applicable warranties, and a conformity table.
• Training for personnel designated to use the provided services.
