The contract timeline is as follows:

• Overall Framework Agreement Duration: The period for concluding a new framework agreement cannot exceed 3 years from the notification of the current framework agreement.
• Lot 1 Duration: 4 years from the date of contract notification.
• Lot 2 Duration: 2 years from the date of contract notification.

Key Milestones/Phases:

• Lot 1 (Tool Functionality): The proposed tool must be functional within a maximum of 30 days from the market notification. This includes the presence of archived data up to the notification day and new data transmitted by trains from that day forward.
• Lot 2 (Equipment Installation): The contractor must equip twenty-five (25) trains within a maximum of twelve months from the notification of the purchase order.
• Lot 2 (Additional Trains): The deadline for additional trains is 4 months from the issuance of each respective purchase order.
• Lot 1 (Meetings): Technical meetings will be organized before the system launch. A Steering Committee (COPIL) will be established, composed of the Nouvelle-Aquitaine Region teams and the contractor, and will meet bi-annually. This committee will validate the annual report and determine the roadmap for the upcoming year.

The core scope of work for this tender involves the provision of a solution for aggregating and analyzing passenger counting data, along with the supply and installation of counting cells.

The tender is divided into two distinct lots:

• Lot 1: Focuses on the supply of a solution for aggregation, analysis, and data visualization of passenger counting data. Key deliverables for this lot include the total fixed project costs, which encompass annual training sessions, launch COPIL and COTECH meetings, and project management for the entire regional fleet equipped during the contract period. It also includes the total license cost for a 4-year duration, covering hosting, maintenance, assistance, and committee management for the equipped regional fleet. Furthermore, the integration of additional train sets into the software solution (new train sets equipped with sensors) is a unique fixed cost. The proposed tool must be functional within 30 days of market notification, including both archived and new data.
• Lot 2: Involves the supply and installation of automatic passenger counting cells. The completion of equipping twenty-five (25) train sets is required within a maximum of twelve months from the notification.
