The contract timeline is as follows:

• Provisional Notification Date: December 2026.
• Total Duration: The "partie à bons de commande" (order form part) of the market runs for 48 months starting from the "MOM de la solution logicielle" (Go-Live of the software solution) date. The "partie forfaitaire" (fixed-price part) concludes upon the software reception from the VSR for the firm tranche, excluding annual fees.
• Optional Tranche 1: The decision to confirm Optional Tranche 1 must be made no later than 36 months after the contract notification.
• Key Milestones for the Central System (Indicative):
• Notification of the contract: January 2027 (T0).
• Entry into service of the central system: February 2027 (T0+1 month).
• Configuration: March 2027 (T0+2 months).
• Start of user training: End of March/beginning of April (T0+3 months).
• Solution acceptance: April 2027 (T0+4 months).
• Phased Deployment (Proposed by City of Annecy over 2 years):
• April 2027 holidays: Jean Régis Pool/Ice Rink and Ile Bleue aquatic center.
• 1st semester 2028: Marquisats aquatic center.

The core scope of work and statement of work for this tender primarily involves the provision, implementation, maintenance, and hosting of a comprehensive ticketing and access control system for sports facilities in the city of Annecy.

Key deliverables and services include:

• System Central (Software and Web Platform): Annual licenses for ticketing and access control software (excluding interfaces) and a web platform, along with annual hosting services.
• Implementation Services: Project management, requirement gathering, specification development, installation, and parameterization of both the ticketing software and the web platform, including graphic creation for the web platform.
• Access Control Hardware: Acquisition, installation, licensing, and parameterization of various access control equipment. This includes fixed RFID and/or similar (NFC, EMV) and barcode/QR code terminals for entry/exit (including full-height and PMR versions), time readers for badge cards, control screens, and guardrails, all based on a site visit and CCTP compliance.
• Cash Register and Access Control Point Equipment: Acquisition, installation, licensing, and parameterization of equipment for cash register points and access control, excluding optional tranches. This encompasses items such as tactile screen cash register packs, ticket printers, check reader/editor packs, RFID card printers and encoders, multi-card printers, barcode bracelet printers, receipt printers, and webcams for photo capture for RFID cards.
• Maintenance: Comprehensive maintenance for the central system, covering preventive, corrective, telephone assistance, and evolutionary maintenance for a three-year period (with the first year under warranty). Maintenance of access control equipment for four years is also included, subtracting the warranty period.
• Training: On-site training for technical and functional administrators.
• Deployment for Specific Sites: Activities like project management, implementation studies, requirement collection, specifications, software installation and parameterization, and the acquisition, installation, licensing, and parameterization of access control equipment for sites such as Piscine Ile Bleue.
• Consumables: Supply of various consumable items like packs of white cards for RFID encoding, bracelets, cardboard tickets, and customization options.
• Additional On-Demand Services: Supplementary half-day or full-day services for on-site or remote training, assistance, and remote development/prestations.
• Reversibility/Transferability: Services for both software and hardware to ensure data and system migration.
• Optional Tranche (T1): This covers the study and design for a new site requiring fixed access control, encompassing project management, implementation study, requirement gathering, specifications, software installation and parameterization (excluding interfaces), technical and functional equipment parameterization, web platform setup, and user training.
