The contract starts on 01/10/2026. The contract is valid until the complete fulfillment of obligations and mutual settlements between the parties, or until its termination. The core scope of work for this tender is the provision of services for the preparation of a feasibility study titled "Development of Kaunas Region Municipal Waste Management System to Achieve Circularity and Climate Neutrality".

The high-level summary of the Statement of Work and core deliverables includes:

• Providing services for the preparation of a feasibility study on the development of the Kaunas Region municipal waste management system, aiming for circularity and climate neutrality.
• Delivering a detailed description of the services and other requirements as outlined in Annex No. 1 "Technical Specification" and Annex No. 2 "Proposal".
• Presenting the results of the feasibility study to the Buyer and representatives of Kaunas region municipalities, with a maximum of two presentations.
• Submitting the final feasibility study report in both DOCX and PDF formats, along with an overview of the results in PPT format, all in electronic versions.
• Ensuring that the prepared service results comply with the requirements specified in the Technical Specification.
• Providing a service handover-acceptance act.
• Issuing an invoice for the services.

The feasibility study itself encompasses:

• Technical Analysis: Evaluating waste management scenarios for compliance with EU and Lithuanian strategic goals and legal acts, performing a preliminary technical assessment of selected scenarios (including possible technologies, capacities, and main technical parameters), and estimating treated waste streams for each scenario.
• Environmental Analysis: Conducting an environmental assessment of chosen waste management scenarios, which involves material and energy flow analysis, direct and indirect Greenhouse Gas (GHG) assessment, and evaluating the impact on quantitative municipal waste management tasks within the Kaunas region.
• Financial and Economic Analysis: Assessing investment needs, determining preliminary Capital Expenditures (CAPEX) and annual Operating Expenditures (OPEX) for each scenario, preparing a summary of investments and operating costs by key infrastructure elements, and evaluating the financial viability and cost-effectiveness using indicators such as average unit costs, Net Present Value (NPV), Internal Rate of Return (IRR), or payback period. This also includes an economic analysis to evaluate the economic, environmental, and social benefits for the region, such as GHG emission reduction benefits, material and energy return to the economy, and landfill usage.

The services are to be completed no later than 12 months from the contract's effective date.
