Gas and Electricity Infrastructure Technical Services

The framework agreement will initially be awarded for a term of two years. This term may be extended for up to two consecutive periods of twelve months each, provided there is satisfactory performance, organizational needs, and budget availability. The maximum duration of the framework agreement is four years. The tender closing date is 12:00 (noon) on September 15, 2026.

The core scope of work for this tender involves the provision of technical engineering services for monitoring, technical advisory services on gas safety, and technical expertise for detailed analyses and studies of energy-related infrastructure.

Specifically, the Statement of Work summary includes:

• Technical Monitoring Role: Delivering technical engineering services to execute the technical monitoring role on behalf of Ireland as a member state.
• Gas Safety Technical Advisory: Providing technical advisory services on gas safety issues to support the department's participation in the Gas Technical Standards Committee (GTSC) and the Gas Safety Committee (GSC). This includes attendant meeting preparation, technical advice, analysis of gas safety issues, and production of meeting debriefs, as well as assistance with procedures and sign-off for GTSC.
• Detailed Analyses & Studies: Delivering technical expertise and undertaking detailed analyses and studies across various energy-related infrastructure on an as-needed basis. Areas of study include Electricity and Gas system Infrastructure, Firm and Variable energy production power plants, Sector Coupling, Storage systems (e.g., battery, hydrogen, carbon capture), and Ancillary system service technologies.
• Reporting and Performance Review: This involves reading relevant program rules, grant agreements, historic reporting updates, and annual reports. It also includes reviewing current project performance regarding technical alignment to the original brief and grant agreement, and project timeline alignment, which may necessitate drafting queries for and reviewing responses from entities like Gas Networks Ireland and EirGrid.
• Meeting Attendance and Reporting: Attending meetings at Gas Networks Ireland, EirGrid, and DCEE or other relevant organizations to initiate reporting needs, review documentation, and clarify evaluation queries. This also encompasses the composition and finalization of Draft Action Status Reports to SEAI/DCEE and two meetings with SEAI and DCEE at the commencement and finalization of reports.
• Exit Management Plan: The objective is to ensure a smooth, efficient, timely, and comprehensive Exit Management Plan at the contract's conclusion, ensuring SEAI's future system development, support, and maintenance are not impeded by a lack of access to the successful tenderer's know-how, software licenses, or source code. This plan should include a complete library of system documentation and comprehensive handover documentation.
